Big respect to Batman and Robin for immediately correcting themselves without making a fuss when Pigeon Person corrects them on her (their?) name, and for then continuing to use the correct name even while stopping her from stealing statues with her pigeons.

do they only exist in hostess cupcake advertising
do they have all the powers of a pigeon (like the desire to desecrate statues) plus all the powers of a person (like the decency to build a really big statue-filled bathroom in their lair to do the desecration in private)
could they be turned to the good side

I did some quick research, and found that apparently a villain called “Pigeon”, with a similar costume and similar wings, showed up many years later (in 2017) in some issues of Nightwing. This version is apparently not nonbinary, but according to an interview with the writer, she was very much inspired by the original Hostess ad villain. Basically, the writer wanted to find the most obscure, silly character possible and give them a slightly more serious update. If she ever shows up again, I really hope she gets retconned into being nonbinary. I haven’t read the new comic, so I have no idea what she’s like, but she looks fun enough:
And yes, the thought definitely crossed my mind that they should become a Poison Ivy-style “antihero” who steals Confederate statues and drops them in the ocean.
