MCP just disintegrates the chocolate, has no use for it & sees no value in it
(Yori takes the disintegrated chocolate and reintegrates it into a Chocolate Orange which she then shares with Tron and Ram and Clu1)
Flynn was responsible for rezzing the chocolate bar into the system in the first place (he made lots of Willy Wonka jokes while doing so)
but Tron has since decreed that Flynn is not allowed to have the chocolate in rectangular bar form, because Flynn has figured out a hack that actually allows him to generate infinite chocolate by cutting it, and he is not deterred by the fact that this catastrophically crashes the whole sector
