That leads me to suspect that Tron Legacy takes place in the CW Flash universe.

I have given up on trying to pretend that Tron takes place in any recognizable universe or any real-world location

the arcade in Legacy is supposedly the same arcade from 1982.

the 1982 movie is VERY OBVIOUSLY shot in Los Angeles.

There is no place anywhere near Los Angeles called Center City.

there are several places in Pennsylvania called Center City but that is just because “center city” is Pennsylvanian for “downtown” (yinz all have a whole different language)

I tentatively headcanon that “Center City” is a made-up suburb of LA that was named by the Tron-verse counterpart of whatever weirdo named Superman’s birthplace and workplace, but I’m still not convinced it makes any consistent in-universe SENSE
