I don’t really know what to make of it.

honestly, I don’t know what to make of a lot of decisions behind Tron canon. But to me it seems like the classic example of “an endeavor involving lots and lots of people– none of them very coordinated with each other, and each one with specific individual goals that outweigh any agreed-upon collective goal of the group.”

in the worst cases (including a lot of other stuff Disney does)… this sort of arrangement can result in unspeakable amounts of harm, beyond what even the most irredeemably evil individual person could accomplish on purpose.

in this case, it resulted in… some disappointing movie/show endings, which serve better as prompts for fanfic than setups for more canon.

…it sucks, but I’ll take it.
